It matters a little, for standard grade fans, a small change either way will make little difference, but extreme performance fans, of the ';delta black label'; class or similar, generally draw more current than is acceptable for a motherboard port.
High power monitored fans would be used with an adapter that draws power from a molex connector, and passes the tacho signal to the motherboard.

Yes amperage matters. You don't want to install a fan that draws more amps because the circuitry won't handle it. A smaller fan that draws fewer amps may not move enough air.
